So Bank of America did not close your account without your consent. They must have closed it because of fraud on your part. They do not close accounts when your card is stolen. They cancel the card and issue you a new one. If you have recently requested financial assistance from the the US consulate then you will probably be blocked from obtaining a work/study-permit in another foreign country for 2-5 years. The logic is that the US government doesn't like repeatedly paying money to help citizens who bankrupt themselves abroad so they willingly share your financial info/consulate requests with their immigration partners in other countries. You can still travel for pleasure/business but you're unlikely to get an working visa to the UK if you have applied for financial assistance from the US government.
